金华市影视文化产业综合发展规划
(2020-2025)
为做好我市影视文化产业全球化发展的顶层设计，推进“全球最强影视产业基地、国际影视文化之都”建设，并结合金华市实际，制定了《金华市影视文化产业全局发展规划（2020-2025年）》（以下简称《规划》）。
1.现实基础
以横店为龙头的金华影视文化产业已成为全省万亿级文化产业发展的一面旗帜。 是浙江建设国家影视产业副中心的基础支撑，对影视产业改革发展具有重要的风向标意义。
(一)宏观背景。 一、影视强国建设加快推进。 经过新一轮快速发展，我国已成为全球电视剧产量、播放量第一、电影银幕数最多的国家，电影市场位居全球第二。 2019年，全国票房达到642.66亿元。 随着经济社会发展和居民生活水平提高，影视文化产品需求将成为人民群众对美好生活向往的重要组成部分。 城镇化进程将使三四线以下城市和城镇化地区成为中国影视市场尤其是国内影视文化产品消费的重要增长点。 影视消费群体有望持续扩大，进一步从时尚消费向国民消费转变。 2、互联网深刻改变了影视产业生态。 影视文化产业的业态和生态发生了深刻变化，从过去的“电视剧”、“电影-电影”快速转变为“移动设备-视频网站/软件-在线视听”。 网络影视整体质量大幅提升，“顶流”网络影视作品成为拉动流量、探索影视新技术应用的主力军。 短视频异军突起，并迅速形成相对于传统传播方式的强势地位。 领先的互联网企业正在加速布局影视全产业链及票务等相关服务领域。 3、新技术推动影视产业加速发展。 以5G全面商用为契机，大数据、云计算、人工智能、IPV6、VR/AR/MR、区块链等新兴技术将加速在影视文化产业的应用。 5G+4K/8K带来远程处理、云渲染、实时传输、实时拍摄等新的制作方式。 5G+VR/AR/MR将推动视频采集、制作、传输、呈现、应用发生深刻变革。

相关生产和贸易汇聚了世界各地的人力、财力、物力和信息资源，为影视及相关产业融合发展提供了坚实的基础。 5.丰富的拍摄资源。 以磐安为代表的自然景观、以兰溪为代表的工业遗产资源、以104个中国传统村落为代表的古村镇以及城市天际线、城市场馆、商业场馆等，为横店影视提供了城市有丰富的补充拍摄场景。 永康西溪、方岩岩古寮等外景拍摄地已趋于成熟。 金华千年商埠南来北往的技艺交流，积累了一大批具有传统技艺的能工巧匠，成为影视布景建设和影视拍摄地的宝贵人才资源。 6、基础设施齐全。 金华致力于建设国家综合交通枢纽。 拥有直达北京等影视产业重镇的航班，并有直达21个省会及以上城市的高铁直达。 9条高速公路穿境而过，大部分影视拍摄地距横店均在45分钟以内。 圈内，转场十分方便。 改扩建后的横店通用机场有望成为华东地区乃至全国首个公务机机场。 作为全省第二大信息港，地处国家“八横八纵”主干光缆传输网络节点，互联网出口能力仅次于全国核心互联网节点城市。 （三）主要问题。
影视文化产业链不完整、供应链整合不足、价值链竞争机制不足等短板，突出表现在以下五个方面。
1、区域联动性差。 横店影视文化产业的溢出效应仅体现在周边部分地区，对整个金华地区的辐射带动作用尚未充分发挥。 还需要进一步发挥我市相关禀赋和优势，推动横店影视文化产业做大、做强、做优。 强有力的支持。 全市各地影视文化产业发展的相关政策措施尚未统筹协调，一定程度上存在同质化竞争现象。 2.产业融合不深入。 全市影视文化产业布局仍局限于影视基地建设、影视作品制作等“小影视”范围，“影视”发展潜力+”尚未完全开发。 横店庞大的客流尚未有效带动该市文化旅游产业的发展。 影视IP和金华本土IP资源开发不足，影视和“制造+市场”的多重优势尚未融入影视衍生品产业的快速发展。 3、品牌建设不够。 在一定程度上存在“设施优良但内涵不足”的问题。 行业的对外形象更多体现为影视制作的“大工地”。 《西游记大圣归来》等“头条”影视作品缺乏原创性，产量依然较少。 横店影视节水平有待进一步提高，缺乏国内一流、国际知名的节庆品牌。 4、业态跟进不快。 本土影视文化龙头企业普遍以电视剧制作业务着称，仍高度依赖传统播出平台和销售渠道。 网络摄制组服务体系有待完善，短视频拍摄团队创新集聚有待加快布局。 缺乏独立的网络视频传播渠道和短视频产业平台。 高新技术工作室建设和配套服务有待不断加强。 5、人才支撑不足。 与一二线城市相比，影视创意、后期制作技术等高层次人才聚集不足，人才引进、使用、激励等因素吸附不足。 这带动了影视文化产业链上游的发展以及影视特效等技术应用领域的发展。 限制。 横店来来往往的高端人才很多，但留住的却很少。 缺乏影视传播平台和文化氛围，亟待弥补短板。 二、总体要求 （四）指导思想。
高举习近平新时代中国特色社会主义思想伟大旗帜，贯彻落实国家影视行业综合改革精神，聚焦省委、省政府关于文化产业建设的部署浙江及四大都市圈，突出横店影视文化产业集聚区主平台，坚持政府统筹、主导引领、市场引领，强化机制创新、业态创新、模式创新，带动以横店影视文化产业集聚发展金华全球拓展，支撑横店以全球化发展实现更高水平的集聚提升。 运用产业链、供应链、价值链思维，深化区域间、影视与相关文化产业联动，加快形成“一核四极”的全球影视文化产业发展格局，以及三个地区。”
（五）战略定位。

1. 短期目标（2022年）
产业链更加专业完整，产业层次更加丰富，电影产业化体系更加成熟，形成总部经济、创新孵化、全产业链服务的现代影视产业集群。 基本形成一核心、多极、竞争发展的影视文化产业格局，实现影视文化产业全区域布局、全领域覆盖、全方位联动。 影视文化产业在全市国民经济发展中的作用更加突出。

2.中期目标（2025年）
